Well one is a gel the other liquid. They both reduce the tack body of the ink. Best way to reduce hickeys is a clean roller train. Ink dries then skins and sticks on the hard rollers. You want to be sure all the rollers are nice and clean. Remove and inspect and clean by hand. Also dust, dirt on the press can cause hickeys too. As does paper dust from dull cutter blades when the stock is cut. When you skin the ink in the can before it goes in the press be sure there's no chunks of dried ink in it. That'll cause them too. Keep things clean and you'll see it improve.
